Claire Hughes MP welcomes appointment of Jim Jones and Jayne Black to lead new Neighbourhood board for Tudno and Mostyn.
The UK Government’s Pride in Place programme will see up to £20 million invested in the community over the next decade, with local people at the heart of decision making on how funding is spent and what priorities it should support.
Claire Hughes MP and Councillor Julie Fallon, Leader of Conwy County Borough Council, led the process to appoint an Independent Chair and Vice Chair in line with national guidance. Crucial to the process was finding people who understand the Tudno and Mostyn areas and the priorities of local residents, with interest coming from a number of people with strong local connections and community experience.
Appointed as Chair, Jim Jones brings considerable board-level experience to the role. A former Welsh Guardsman, he is currently Managing Director of North Wales Tourism and has extensive experience developing and delivering neighbourhood plans.
Joining him as Vice Chair, Jayne Black is manager of Tŷ Hapus Community Resource Centre, based in Tudno ward, and brings more than 30 years of experience working at the heart of the local community. Her work has included running local food and baby banks and supporting residents across the area through a wide range of community initiatives.
The appointments mark an important milestone as the programme moves into its next phase. Working alongside Claire Hughes MP and Conwy County Borough Council, the Chair and Vice Chair will now lead work to establish the wider Neighbourhood Board, bringing together residents, local organisations, businesses and community representatives to help shape a long-term investment plan for the area.
The initial phases of the Pride in Place programme are expected to include:
Spring 2026 – Neighbourhood Boards established
Summer 2026 – Final board membership confirmed and community engagement continues
Winter 2026 – Investment plans submitted to the UK Government for approval
Spring 2027 – Delivery funding expected to begin, marking the start of the next phase of the programme

The Pride in Place programme is designed by the UK Government to give communities the power to decide how funding is spent in their area, helping make sure investment delivers on the priorities and aspirations of local people. Conwy County Borough Council will initially act as the Accountable Body for the programme as the new Board is established, with the longer-term aim of supporting a more community-led approach as the programme develops over the coming years.
